I noticed that etc. and quest drops drop rarely I'm having problems trying to finish quests that involve collecting etc items or quest items. Was it intentional to have etc. and quest drops with really low drop rates?

Most quests do not work.

There are quests that work which involves collecting etc drops, but the etc. drops rarely drop.
