There are probably many solutions for this error code, but this one of the simple ones... What you need to do is basically update your drivers and install the latest version of DirectX compatible with your graphics card.

How to update your drivers using Windows Update \ Device Manager:
Windows XP:
Windows Update
(Click the first link on the results page if it does the "We are sorry, the page you requested cannot be found" Error.)
(Make sure you enable Optional/Custom Updates)

Device Manager
(Note: For Device Manager, we are mainly looking at Display Drivers. Try updating everything though)


Windows Vista:
Both
