While training at skeles, I noticed that I was not able to pick up scrolls so I figured it was because I had no room in my USE inv. So I dropped some stuff and I was able to loot it, but I already had a stack of them.
tl;dr version:
You are not able to loot scrolls even if you have a stack of them if your USE inv is full.
